President of LAVES
Dr. Andrea Luger assumed the position as head of the Lower Saxony State Office for Consumer Protection and Food Safety (LAVES) on March 1st 2026. Dr. Andrea Luger is a food chemist, who last led a department at Federal Office of Consumer Protection and Food Safety (BVL) in Berlin.
Her career started at LAVES: She studied food chemistry at the University of Hamburg and achieved a PhD in the field. In 2000 she joined the State Institute for Control of Consumer Products Lüneburg (BUA), which was the first institution entirely dedicated to the control of tabacco products, cosmetics as well as consumer articles. With the founding of LAVES on July 1st 2001 BUA became the Institute for Commodities Lüneburg (IfB). Starting out with responsibility for a laboratory within the newly formed IfB, Dr. Andrea Luger progressed through different positions, culminating in her becoming the coordinator for the countywide system for consumer protection information in Lower Saxony.
In 2014 Dr. Andrea Luger accepted a position at the Lower Saxony Ministry of Food, Agriculture, and Consumer Protection (ML). Here she led the divison for "coordination of public control systems" and part of her responsibilities was the functional supervision of LAVES. In 2023 she assumed her most recent position at BVL. With her experience gained from different management positions at LAVES, ML and lastly BVL, Dr. Andrea Luger now rejoins LAVES, this time as president of the institution.
